About Scheme
The 100% Penalty Mafi Yojana is a financial relief initiative launched by the Urban Development and Urban Housing Department, Government of Gujarat. The scheme offers complete waiver of penalty amounts for beneficiaries of the Gujarat Housing Board and Slum Clearance Cell who have pending installment dues. The goal is to reduce financial burden on property allottees and encourage them to clear their outstanding dues in a single lump sum payment by 31st March.
Objectives
- Provide financial relief to beneficiaries with long-pending dues
- Encourage settlement of old installment arrears under Gujarat Housing Board and Slum Clearance Cell
- Facilitate transfer of property ownership after clearing outstanding dues
Eligibility
The applicant must be a resident of Gujarat. The applicant should be a beneficiary of the Gujarat Housing Board or Slum Clearance Cell with pending installment arrears under old schemes. The applicant must complete full payment of all arrears in one lump sum by 31st March and may be the original tenant, a successive power of attorney holder, or the current occupant of the property.
Benefits
Beneficiaries receive a 100% waiver on the penalty amount accumulated on pending installments. The waiver applies to all arrears related to old housing schemes and is provided once the full principal installment amount is cleared in one go.
Conditions for availing benefit:
1. All arrears must be paid in a single lump sum payment.
2. Payment must be completed by 31st March.
3. Waiver applies only to the penalty component — the principal must be paid in full.
Application Process
Online:
Step 1: Access the online application form https://tally.so/r/w5GN66 and fill all mandatory fields marked with (*).
Step 2: Upload required documents in PDF or JPG format ensuring clarity and file size limits.
Step 3: Review all details and click "Submit". Save the acknowledgment/reference number for tracking.
Step 4: Pay all pending installment arrears in one lump sum through official Gujarat Housing Board payment channels by 31st March. Retain payment receipts for verification.

3. Income Certificate
4. Copy of Power of Attorney and Fee Receipt
5. Copies of Rent Agreement or Landlord Letter
6. Death Certificate (if applicable)
7. Latest Photograph of the House
8. Copy of Municipal Corporation’s Latest Tax Bill
9. Search Report or Property Document (latest)
10. Receipts of previous payments to Gujarat Housing Board
11. Firm Name on ₹300 Stamp Paper (in case of tenant’s death)
12. Title Consent Form on ₹300 Stamp Paper
