About Scheme
The Scheme for Action Research and Studies on Judicial Reforms, launched by the Department of Justice, Ministry of Law and Justice, Govt. of India on 26th September 2013, provides financial assistance to promote research, evaluation, monitoring, capacity building, publication, and innovative programmes in Justice Delivery, Legal Research, and Judicial Reforms.

The scheme offers financial assistance up to ₹25,00,000/- (Rupees Twenty-Five Lakhs), with possible relaxation for large-scale projects. Eligible institutions include Indian Institute of Public Administration, Administrative Staff College of India, Indian Institutes of Management, Indian Law Institute, National Law University, National Council of Applied Economic Research, National Judicial Academy, and State Judicial Academies. The implementing agencies must work in Justice Delivery, Legal Education & Research, or Judicial Reforms. The scheme focuses on pre-selected institutes, requiring submission of detailed project proposals for consideration by the Project Sanctioning Committee. Financial assistance is released in instalments upon approval and adherence to project timelines and reporting requirements.

Eligibility
Eligible institutions include Indian Institute of Public Administration, Administrative Staff College of India, Indian Institutes of Management, Indian Law Institute, National Law Universities, National Council of Applied Economic Research, National Judicial Academy, and State Judicial Academies. Institutions must be working in Justice Delivery, Legal Education and Research, or Judicial Reforms. Government and Government-aided Institutes may also be eligible if approved by the Project Sanctioning Committee.

Application Process
Offline Process:
1) Invitation for Project Proposals by National Mission for Justice Delivery and Legal Reforms.
2) Preparation and Submission of Project Proposal with objectives, methodology, timelines, and cost breakdown.
3) Consideration and approval by Project Sanctioning Committee.
4) Financial approval and release of instalments by Integrated Finance Division.
5) Project execution as per approved proposal.
6) Submission of Utilisation Certificate and final report for release of last instalment.
Documents Required
Application Stage: Project Proposal indicating project cost, title, implementing agency, principal coordinator details, objectives, methodology, duration, project cost breakdown.
Fund Accounting/Final Disbursement Stage: Final Project Report, Utilisation Certificate as prescribed by the Department of Justice.
